it is already 1 cent. So, if I got download of 250MB file from tier 1 then it still 0.01 dollar or 350MB file then it's still 0.01 dollar. Please fix your PPD rate

No problem, our script counts it correctly.
Even max 1 cent from same IP,
1st download from the IP will be counted normally.
e.g. 350MB from tier 1 = 0.02
This rule does not applied to 1st download from the IP.
